Why do we give money to afphganistan government money?

all while they are sending billions of dollars out of the country. plus the government is in with the drug cartel! how else would they get this amount of money to send out of kabul on a reg basis!!! i 100% support the troops for what they have done over there and what they cont to do, but why should we give money to their government when its not using it for the good of the country?
