How easy is it,can a person just move from another state and get a job in the transit system of nyc?

How easy is it to move from another state or country and apply for work as a subway train conductor or train engineer,or related work in the nyc transit system? Does a person have to have a certain amount of time as a resident of New York City or can employment positions be applied for immediately as soon as residence is obtained ?
