How do I better my SE results in Google/maps? cont....?

I have a service business (I travel to customers) 40 miles from a major city. My competitor uses PO boxes (in violation of Google policy) to place his business address *inside* the city limits. This crowds me out of the search results. How can I level the playing the field and get similar results honestly?
